Netflix access in Germany?

Can I see all French and English series in English or French in Germany if I have a Netflix subscription? Or are there any restrictions? If so how much?

No. The licenses are purchased per country. Of course, there's content available in several countries.

English synchronization is available for almost all content. English is not available in some exceptions. The English synchro is probably missing there in general.

I don't pay attention to the synchro in French. In most cases, it is not available because there's probably none. French synchronization is of course available for the few French series.
