How does Netflix get licenses for anime films and series?
By buying from other providers, the legal is no different, e.g. Sky does this with soccer games on certain days of the week
By buying or borrowing them.
By buying the rights from the corresponding company. As a company you can get something like this, but as an individual these studios tend not to sell anything to anyone.
Most of them already have contacts with certain people and are more likely to get what they have in mind or like.
Just like every sales department: either through direct participation in the product (be it a production committee or otherwise), or through a purchase either through a third party or directly from the production company.

Universal, Paranmount Pictures, Warner Bros, Sony Pictures, 20th century Fox, Disney. Etc.
However, all these film studios have recognized after years (in terms of streaming that got stuck) that you can make a lot more money by opening your own streaming platform. Disney has canceled Netflix licenses and recently brought Disney + to stores. 20th century Fox was bought up by Disney. Warner Bros is planning its own streaming platform and has taken the popular Sitcom Friends from Netflix after about half a year. It is a mystery to me that The Big Bang Theory is offered. How I Met Your Mother, by Fox, is still on Netflix.
It's just a matter of time and money how long these streaming platforms will continue to run. Netflix will lose a lot of offers and must inspire customers through in-house production, which is why Netflix is highly indebted.
If all film studios will offer their own streaming platforms, it is only a matter of time before the population will not be willing to put around 7 euro on the table for each studio. - Extrapolated in the year, that's a lot of money. Then, at the latest, old-fashioned illegal streaming providers such as KinoX, Burning Series, KinoCast etc. Will become popular again, as they were before Netflix was not known.
The licenses are simple. Netflix pays money e.g. Disney for borrowing a movie or more and offering it to us. The licenses run on contract. There will probably no longer be any new licenses (reason, above). But that's about it.
