Us-netflix with a German payment method?

Netflix is probably in a cat-mouse game with vpn providers to prevent people from abroad from receiving offers from the usa in other countries.

But why doesn't Netflix just rule out foreign payment methods? Anyone can set up a vpn (democracy provided), an American account or a Netflix card from the United States is much more difficult to obtain.
