Netflix will probably buy the license for the remaining episodes at some point. So far I don't think anything has been announced.
No, there are only 10 seasons, you have to watch the rest on another platform that ChrisCat1 already mentioned. As far as I know, the rest of the episodes should be added in 2021, but that is actually not to be known, because Netflix has not yet made an update. The reason Naruto Shippuden came out so late on Netflix is that I think Netflix has broken the rules or the license several times. Something was not respected and there was always stress so the prospects are not that great.
But I keep watching it on TV Now. There are 20 seasons in German.
I watch the last few seasons somewhere else.
For e.g. Crunchyroll you then have to watch Japanese with German subtitles.
