Netflix does not have a license for all seasons. But it may well be that more will follow.
Why? Because Netflix stopped buying. The rights for the newer seasons were probably too expensive or another provider has an exclusive contract for the latest episodes.

I don't mind because it's just not mine. If seasons are missing (was also the case with Clone Wars), then they are not (yet) licensed. But can / will come.

No it doesn't bother me. And licenses cost money. Shippuden has a total of 23 seasons, which are not easy to get in one go.
