If you download a few episodes of a series on the PC with a PC tool, the account is canceled, you have paid for the series anyway and there's also a download function on the mobile phone but not on the PC.

It can happen. But if you download the Netflix app in the store on Windows, you can download the episodes there too. That is okay again.
