Is that a Naruto allusion?

I'm watching Attack in Titan again and I noticed this dude again. (Sry for the poor quality, you can't take screenshots on Netflix) at least he has hair similar to the adult Naruto, the "sweater" i don't know what that is is orange and this rose which maybe stands for the Konoha symbol… Should that ne Allusion or is that just an infinitely blatant coincidence?

He's wearing the uniform, it looks orange because of the light. What allusion should it be to Narute? Just because a character looks similar? Believe me, I can list hundreds that look the same.

The uniform is brown and is a jacket and not something that Naruto wears. In addition, he doesn't have long jagged hair like Naruto, but completely normal one.
