C # - Register as 'Chromecast'?

I want to develop an application on the PC that registers itself as 'ChromeCast' or a similar medium.

You should be able to convert a PC to a Chromecast by having the software that pretends to be a 'Chromecast' and thus intercepts the data that is sent by the Netflix app on the mobile phone and opens Netflix on the PC accordingly

Look whether someone has already done something for a Rasp Pi. (I would take the Rasperry for something anyway)
