Germany vs Korea?

In Germany, so to speak, there's a gray area when it comes to music with e.g. Downloading Convert2mp3 (I know it can't be done anymore is just one example), which is just watching movies on unofficial sites like Netflix. My question is, is this also in Korea (for movies & music)? Is it a gray area and / or legal in Korea, or is it illegal to download music and stream movies?

Gray areas? Downloading content from an unofficial site (as you would normally do with converters) is illegal.

Sites like Netflix, which have a license to distribute content, are anything but illegal or a gray area.

As it is in Korea (I assume you mean North Korea), I can't say with certainty. But it is a fact that much is censored / prohibited from the ground up. But then it's about the content and not about how you consume that content.
