First of all, you need permission and enough money to broadcast the films and series.
Upload the video somewhere, it can be YouTube, and then embed it on your website.
For simple websites there are WYSIWYG editors, or ready portals with many modules for integration, such as Wordpress.

You don't have to pay yourself, but you have to buy the rights from the rights holders first and here we move in sums that are unreachable for normal use from several 1000 euro to millions.
That alone just to acquire a license to be allowed to stream these series or films on your website. It's no different on the radio.
And now explained again. Makes me a little angry now. I'm aware that you have to pay if you want to stream OTHER films / series from OTHER people. But I would like to publish my OWN on this website. I recorded and produced! And I don't have to pay for that.
