If you really want to learn Dutch, the best option is to learn the language where it is spoken. I lived in NL for 14 years, and believe me, forget Babbel, language courses, etc., that doesn't really matter because you have no practice in dealing with people who speak this language.
I have never taken a language course and can now flow in Dutch. Besides, you also learn English reasonably in Holland.
