Season 2 comes out in German only on Kaze Germany in August 2019. Can expect to get it on Netflix in 2022?

Netflix does not sync series that you did not produce yourself. The people in charge of the series do that themselves.
Attack on Titan Season 2 will be released in German on August 19th, 2019 and can be ordered in advance. It will be available for streaming to Netflix about 6 months later. If Netflix ever wants to purchase streaming rights on additional seasons or gets the opportunity.
If you do not want to wait that long, get the 2nd season on DVD or BluRay as soon as it's released.
