How good is the PC for e.g. Gaming (e.g. GTA Fortnite PubG etc.), watching videos, Netflix, editing pictures, Office and co? And what would a priced PC go for?

Yes for office, but no for gaming because there's no real graphics card installed.
An HDD instead of SSD… And also one with a ridiculous 500 GB storage space… Here would be the first Well.
The second well then comes with the HD Graphics 4600 … It offers absolutely ZERO performance for heavy 2D or 3D applications. So you can hardly gamble anything complex with it.
And since you do not write which i7 it is, I assume, based on the HD Graphics 4600, that it is a 4th generation i7 … For today's partly processor-heavy games (e.g. CoD Warzone) the 3rd well.
All in one, at most, an office PC and I would give you a maximum of 200 euro for it if it were in good condition.
The display says i7-4790. Would it be worth it to install a GeForce GTX 1050 ti in the PC (then about +120 euro). Is that a good overall package for around 320 euro? Or rather then to look for another PC?
Instead of the 1050 Ti I would probably. The slightly better and more up-to-date GTX 1650 with 4 GB video memory and a 500 GB SATA SSD as system memory. Then you'd be around 400 euro / slightly above it and for the price it would be. Still make sense.

Edit pictures… Well, that would work. When it comes to video editing, however, you don't have to expect much without a dedicated graphics card. However, for pure use as an office PC or to use it on the Internet, it will not be a problem for the PC.

If you invest a little in the PC and put in a little work, it is worth it. Otherwise, in my opinion, there would be nothing better under the price for this PC and if so, then you can usually assume a rip-off.
Since Windows 10 is included, the 220 euro for such a system from private to private are just about okay. But you should bargain down a bit, if possible.
With "Core i7 - 8 × 3.6 Ghz + Intel HD 4600 Graphics" only one Core i7-4790 can actually be installed in this PC. (also confirms the photo series in the link)
In addition, a dedicated PCIe graphics card must also be installed, as Figure # 2 clearly suggests with the two white DVI connections below the case fan. (will not be a real "gamer card" either)
Could be a system from the Fujitsu Esprimo p420 E85+ series.
So you should ask the owner of this computer which graphics card apart from the Intel HD was installed and whether it still works.
Only with the Intel HD 4600 would GTA V be unplayable despite this still good CPU, and modern video formats like HEVC / H.265 would have to be decoded by the CPU itself due to the lack of hardware support for the HD 4600.

What makes long-serving OEM complete systems from Fujitsu-Siemens, Dell & Co. Always very problematic if you do not check in advance which power supply unit and which mainboard are currently installed with which follow-up support. Often with something like that, the mainboard and CPU can't simply be exchanged to equip the generally compatible ATX standard. (wanted by the manufacturer for "customer loyalty")
Look here for the number of questions from users with OEM complete systems, which indeed contained a potent Intel Core i7 CPU and plenty of RAM ex works, but because of non-standard standards for the mainboard and power supply, there's no "appropriate" graphics card installed could.

Are just 10 euro more than in your original offer. The GTX 760 also packs GTA5 in 1080p with medium preset, and the i7-4770 is really only a tiny bit weaker than the i7-4790.
