Since amazon has the rights to the series and a streaming provider usually has series rights for several years (with successful series sometimes 10 years or more), one can't make any statements about it.
it may be on netflix in 5 years, maybe in 10 or just never. Because the series, when the amazon rights have expired, may simply be out of date and no longer in demand. Then of course netflix DE does not get the right one.

Lucifer is an important asset for the market / prime, but you don't know how long they run (?), How expensive they are and whether you want to keep the sole rights for another 10 years. The number of requests will fall again after the series has ended.
