WoW gets a new part every 2 years, which expands the game. You can then buy it for around 60 euro so that you can play the new things. But you can also wait until the next part comes out, because then the previous one will be added to the game for free for everyone.

You don't need anything except the subscription. You can always create a free account and basically play with it up to level 20. You don't have to buy the game for that. Once you buy a subscription, you can play up to the level of the previous expansion. At the moment this would be level 110. To be able to play up to level 120 you would have to buy the new expansion or wait until the next one comes out.
