There's no such thing, there will never be.
You won't find anime with English synchro and German subtitles. That would presuppose that English was already the original language there. Japanese with English subtitles would be possible.

Netflix doesn't always have the license for all dubs out there. They are happy to only offer the original language and the language of the country in which it is broadcast. Certainly because of costs.
Clearly there are a few exceptions e.g. Yo yo There's no German dubbing of that, so we have the English one. Or with the original Netflix I think there are several languages to choose from. And the Ghibli films are also available in different languages. But otherwise they save the money for the synchronization.
It would be illogical to give an anime that is English dubbed to German subtitles, because you only give the version in the original language subs, and there's no English anime in our definition. For example, you could watch normal films that are dubbed tightly and have German subs, for example Good Witch.
